Tax Imposed on my cities !!!!

I got a message from system saying
" LordRamon has imposed tax to your city NECROLANTIS, and took the following resources:： "
I got tax imposed on both my cities. He's the league leader of DynastyWarriors. I have read in the forums that tax can't be prevented. And that it is either imposed on the league or on a particular player using an item.
So, is the tax imposed on the whole league or just me ??
And is there anything I can do or just build my army and try to attack as many of them as possible... ???

The whole alliance have it, so it's important for us to do KOTH so other alliance can't tax us.
