Our sub cities

I have just create a new sub city and I wanted to create another one, however for some reason I can't create more pioneers. Needless to say I have the resources and I have even enough commercial value for another city. They want 8000 for new city I have 8341 so do anyone know wtf problem is.

probably you need a lvl 15 annexe?

Level 20 mansion to make a 2nd subcity from your main city or Lv 10 annex from your sub city to make another sub city.

In the main city which has mansion you can build lobyst/pioneer at level : 10, 15 and 20. In the sub city u can only build it at annex level 10 and 20.
