Lobbylists

A few things that I want to ask:

Is there limit for lobbylists?
If a guy have only 1 city without a mansion can I steal it?
If a guy have 2 cities and the 1 of them have a mansion can I destroy his mansion with demolisher and steal his main(with the mansion) city?
And last but not least, if a guy make a mansion in his city no matter how many cities he have is there anyway to steal this city?

1. You can have 1 lobbist at lvl10 and 20 (annexe), and 10 15 20 (mansion)
   
2. You cannot conquer main city, and if he has only one, that is his main.
   
3. He will still have that city as his main, so you cannot conquer.
   
4. Steal his account, demolish the mansion, and rebuild it in another city . So this is a no again
