as i experienced on previews servers ! the best 15c city is with three 50% gain on 7x7 ..
so you can build you mansion on 15c so that means lvl 20 farm and to have a three 50% gain oasis around it ! you can have ultimate troops there
) .. so i think you need to look for your self 
.. two 50% and 1 25%+25% (wood , iron , stone ) is good too .. look around and find it on your map :p thank you ..
